Digital Bill of Rights
By signing, supporters affirm the following rights as a foundation for technology that serves human beings and democratic values.
The Right to Freedom of Speech and Thought
People have the right to express themselves, seek information, and form opinions without being censored, manipulated, or secretly influenced by algorithms. Technology platforms must not shape public debate through hidden, biased, or abusive systems of ranking, amplification, suppression, or recommendation. People have the right to know the basis of recommendations being made to them, and to control, edit, or reject them.
The Right to Privacy and Control Over Personal Data
People have the right to know what data is collected about them, how it is used, who has access to it, and how long it is kept. Personal data must not be collected, sold, shared, or repurposed without meaningful consent. Every use or transfer of personal data must be recorded in a transparent audit trail, so people can know specifically what information about them was shared, with whom, when, and for what purpose. People also have the right to receive a copy of the information held about them and to access a clear, fair process for correcting, limiting, or deleting that information.
The Right to Protection from Unreasonable Surveillance
People have the right to be protected from constant tracking through phones, cameras, facial recognition, location data, web activity, AI bots, biometric tools, and other digital systems. Digital searches and surveillance must have strong justification, especially when conducted by governments, employers, schools, corporations, or other powerful institutions. When surveillance is justified, it must be limited to the minimum information necessary for a specific, lawful, and legitimate purpose. People also have the right to refuse unnecessary surveillance without losing access to essential services, critical technologies, or meaningful participation in modern life.
The Right to Transparency, Human Review and Due Process
When artificial intelligence or automated systems are used to make important decisions about people’s lives, people have the right to know that such technology was used, to receive a clear and understandable explanation of how the decision was made, and to appeal the decision to a human reviewer. This right is especially important when an automated decision affects a person’s access to education, housing, employment, health care, credit, public benefits, legal rights, or other essential opportunities and protections.
The Right to Independent Algorithmic Assessment
People have the right to know about the harms and risks associated with algorithmic systems. Algorithms that affect rights, opportunities, access to services, or public welfare must be independently tested and assessed. Qualified independent labs must be able to examine these systems, including relevant training data, inputs, outputs, decision rules, error rates, and performance across different populations. The results of these assessments must be made available to the public in clear, accessible reports, so people can understand whether high-impact systems are accurate, fair, reliable, and safe.
The Right to Fair and Equal Treatment
People have the right not to be harmed by technology products that discriminate on the basis of race, gender, disability, age, income, religion, nationality, or other protected characteristics, especially in high-impact or widely used systems. Artificial intelligence systems and their training data must be tested and certified for compliance with established protections against bias and discrimination. When these systems produce systematically unfair outcomes, they must be corrected, limited, or withdrawn until the harm is resolved.
The Right to Security
People have the right to reasonable protection from hacking, identity theft, scams, data breaches, and unsafe technology. Companies and governments that collect personal data have a duty to protect it.
The Right to Be Free from Manipulation
People have the right not to be trapped, pressured, addicted, deceived, or exploited by technology products. Platforms must not use manipulative design, hidden defaults, or addictive features to push people into giving up their privacy, money, attention, autonomy, or meaningful freedom of choice.
The Right to Ownership of One's Digital Identity
People have the right to protect their name, image, voice, likeness, creative work, and personal identity from unauthorized use by technology products. Deepfakes, impersonation, and AI-generated misuse of someone’s identity must be restricted.
The Right to Democratic Control
People have the right to ensure that their laws and regulations apply to technology products. Technology products must be designed, deployed, and governed in ways that respect the legal protections that democratic governments have established for their people. Technology products must not weaken constitutional rights, civil rights, privacy rights, consumer protections, labor protections, or due process. Democratic governments must have both the authority and the practical ability to enforce these protections in digital spaces. Technology must serve human beings and democratic values, not override them.
